Default Can the government read Tigertext or other secure text message apps?

I heard that secure text messaging apps like Tigertext canít be read by the government or anyone else. Is this true?

Tigertext encrypts and auto-deletes the messages, is that why the gov can't read them?

Not that I am trying to hid anything, but do we really want the government owning my cell phone?
