Question WHQL certification:Which file is responsible for ?

Which file is responsible for WHQL certification in my 31.40 driver folder ?. I don't want to use a multilanguage version of "31.40 WHQL drivers".. I want to use "31.40 Eng non-WHQL drivers" instead ... But is it possible to add WHQL certification to these unofficial ones?..

Usually nv4_disp.dll - located in your windows\system32 directory (winnt\system32 if you're running Windows 2000)
