Default Tv-out quality is bad

I've am trying to use the Tv-out on a WinFast A170 DDR with NVIDIA GeForce 4 MX 440 G 64 mb. I've got a s-video cable plugged into my TV and I can see X but the screen is flickering to the point it is not usable. Can I change the refresh rate without hurting my TV? Also i'm using nvideo driver 1.0-4363, based on requirements for some software i'm trying to get working.

Is there any setting i can change?

I've got my resolution set to 800x600 with overscan @ .6.
