looks like the file is in the latest directx 9.0 SDK (summer 2004), however only summer 2003 is currently avaible to public.

Correct, there is a later dated version of fxc.exe... I don't believe that it had any noticeable impact though. IIRC MikeC ran with the old fxc.exe without any problems. That was early on though, since then we've used the newer version.

I've tested the game with the new patch and it seems my frame rate is up a good amount. With all settings maxed plus 4xaa and 2AA (in the game's settings) I was averaging 20fps in the heavy jungle areas. Now I'm averaging 30fps which is a world of difference.

Your guess is as good as mine... Is it some file in FarCry? If so, make a copy of the original file and then use this one to overlap it. Do a search for the file and see where it shows up...

The performance gain is not even close to 33%. The SM3.0 path is able to run the game with a lower poly count which removes some of the dips in performance caused by high poly counts. Overall game performance boost is about 5%

BTW im running the 61.71 drivers.
