i think we should do it like driverheaven does. they have a poll on the front page and a forum at the top dedicated to just that poll. the polls are the same (when you vote on one it applies to the other as well), and you can discuss that poll in the thread regarding the poll. i believe in the polls forum a user is unable to start a new topic. further, they have a news section that users can post their opinions on the regular news of the site. i think it's a great idea, and couldn't think of a better way to do it.
