Question

Do I have to get rid of DX9 Beta 3 in order to install this one?

Just a quick comment that may be stating the obvious.

DirectX9 is all about exposing the fetures of current and future hardware, not about getting any new found performance.

There will be a DX9.1 etc. as new hardware comes out and needs features exposed, or as minor tweaks are made (Eg. DirectPlay 8.2).

"DirectX 9.0 includes security and performance updates" Oh, how silly of me, I've never seen those words before on an update.

damn straight. MS promised performance increases by updating to DX6, 7, and maybe 8. there were never any gains
