Programing an engine doesnt take as long as you guys think. Its puting all the game elements into an engine that takes forever.

Actually Programming an Engine takes alot longer then a game... The elements of the game just need to be thrown in and the engine takes care of the rest.

Yes usually the engine is finished much before the game is finished. A few tweaks here and there of course, but much of the core is already done.

Well Carmack was quoted plenty of times as saying the core engine was done years before the game came out.

Think about it. Unless you have some form of working engine how can you build a test map and textures. Until you see the engine rendering your textures, heightmaps, spectualmaps etc then how do you've done a good job?

The engine is always at least 95% finished long before the 'game' is finished. It's only little tweaks and stuff that left to do, once the bulk of game is done and the artists have shown the strengths and weaknesses of the engine.
