Default splintercell 3 &6600gt fps

i played the demo on 1200x1024 res, aa off,& af off, & get 20 to 30 fps if i drop down res to 1048x i still get same frame rate, even with shadows off
is this norm with 6600gt, agp,

xp2600,
1 gig 2700 ram
viakt400a
160 hard drive
xp home
sparkle 6600gt.

It's the norm with the demo. The retail game runs a bit better.

When HDR off and other SM 3.0 effect I got around 60fps...the same video card
