That update is for DirectX9. If your DirectX version isn't updated then the program won't work. Why there is a picture of .NET in the place of DirectX9 download link, I do not know. But my guess is because the program requires .net framework as well.

it needs .net 1.1 at least. Program is working awesome in every dxgame

It will have no impact as long as no .net program is running. It even have no direct impact if .net programs runs. But sometime it looks like that nVidias OpenGL driver have a problem if a .net programm runs at the same time.

If you are playing OpenGL games you should close .net based programs if you notice a slowdown.

Do you have to launch the game from the program for the settings to take effect? That's how I've been doing it for NFS:MW and I'm wondering if I have to do that everytime I play a game?

Does the "Active" setting take care of that?

yea... and can we run this tool with DoD source? And i have a switch on my BF2 shortcut to set my widescreen res, how do i use dxtweaker on BF2 and still get my res settings? Any suggestions?

Yes triple buffer for OpenGL has been possible (the triple buffer option exists) since mid 7x.xx series. It is Direct3D that we are concerned about.
