Yes. The file has been extracted all ready. I did use the extraction method above. I just needed to install bzip2 on my Debian machine.

My question is I don't know how to properly apply this patch after it has been extract to /home/carlos/Desktop/

It said install Windows 98 or better so I installed Linux...
