Default xf86EnableIOPorts

My friend has the problem of X not starting if he tries to use his normal user and the nvidia drivers in X. nv driver and vesa driver will work fine.

Version of the nvidia driver doesn't appear to matter.
Message is:
Fatal server error:
xf86EnableIOPorts: failed to set IOPL for I/O (Operation not permitted)
