Default Ubuntu libc header files?

I'm having problems installing nvidia drivers using Edgy...
I get a fatal error message during install saying that 'libc
header files' could not be located. I've had no problems
with this hardware and the three previous distributions;
V8460/U/Deluxe-P4 3.06/intel 850mb
This is a fresh install onto my new SATA drive.

apt-get install build-essential
