Default Is there a way to force the driver to always scale to my panels native res?

I want to only output at my panels native res (1920x1080) i.e scaling anything under that res, is this possible? For example I have a few games that run at 640x480 and want the driver to scale them to 1080 as they don't have any scaling options themselves.

I have seen this option but I can't get it to do anything when placed in the 'device' section of xorg.conf

Code:
Option "FlatPanelProperties" "Scaling = aspect-scaled"
Card is a 5200 using dvi output.
