Default Using nvidia-xconfig for vsync and hsync

I see that several options can be set using nvidia-xconfig on a commandline example "nvidia-xconfig --depht=16" but is it possible to set the vsync and hsync in a similar way without using EDID info? I need to set low default refresh rate for several systems.
